The Ghana Revenue Authority (GRA) has intensified its tax enforcement efforts by targeting Ghanaians earning income abroad, in a move aimed at strengthening domestic revenue mobilisation and plugging long-standing compliance gaps.

Over 1,000 Letters Issued to Residents with Foreign Assets

Commissioner-General Anthony Sarpong revealed that the Authority has already dispatched over 1,000 compliance letters to individuals holding foreign assets or generating income overseas. These notices require recipients to reconcile their foreign tax payments with their domestic obligations under Ghana’s tax laws.

Speaking at the 2025 Annual International Tax Conference, Mr. Sarpong explained that the enforcement initiative is leveraging global data-sharing platforms through the Automatic Exchange of Information (AEOI) framework.

Ghana to Claim “Fair Share” of Taxes

According to him, the move ensures Ghana secures its fair share of taxes from citizens with offshore assets and income streams.

“This is an area where we have put it in very high gear. We have a team that is strongly working on it because we have a hub into the global network. Today, if you have investments, assets and you are earning income outside Ghana, we do receive this information,” he stated.

“We are working to ensure that if they have paid taxes on those assets outside, we can now compare with what they ought to pay in Ghana. And if there is any differential, Ghana can also earn its fair share.”

Boosting Non-Oil Revenue Amid Fiscal Consolidation

The GRA’s foreign income enforcement drive is expected to widen Ghana’s tax net and provide a significant boost to non-oil revenue generation. It also forms part of government’s broader fiscal consolidation efforts, as Ghana seeks to stabilise its economy and reduce reliance on external borrowing.

Analysts note that Ghana’s embrace of the AEOI framework signals a tougher stance on cross-border tax evasion, aligning with international best practices in financial transparency.
