Vietnam\u2019s national weather agency has classified it as the equivalent of a Category 2 Atlantic hurricane, warning of destructive winds, storm surges, and torrential rains.<\/p>\n<h3 data-start=\"803\" data-end=\"848\"><span class=\"ez-toc-section\" id=\"Mass_Evacuations_and_Emergency_Measures\"><\/span>Mass Evacuations and Emergency Measures<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p data-start=\"849\" data-end=\"1086\">As of Monday morning, more than 40,000 people had already been moved from low-lying coastal communities, according to the state-run VN Express. Authorities have ordered residents to remain indoors between 11 a.m. and 6 p.m. local time.<\/p>\n<p data-start=\"1088\" data-end=\"1349\">Vietnam\u2019s government has prepared a wider evacuation plan for nearly 600,000 people across Thanh Hoa, Quang Tri, Hue, and Danang provinces.
